King Khalid Medical City – Project Management Office - Background/Context


The “New” King Khalid Medical City Project Management Office (PMO) has been created to serve the Chief Executive Officer and the Executive Council, King Fahad Specialist Hospital, Dammam. The specific purpose of the PMO is two-fold:

1. Deliver project support to the Organization (KFSHD) and its Executive Leadership and Stakeholders by providing guidance and oversight in management processes and methodologies in a manner that is efficient, consistent, and standardized.
2. Deliver program support to the Organization (KFSHD) and its Executive Leadership and Stakeholders by supporting and coordinating the implementation of the Organization’s Strategic Plan and corporate transformation.
3. Provide mentoring and coaching in an effort to raise the project management maturity level of the organization. By providing the necessary tools and support, the PMO will look to deliver successful projects – every time.

In support of its mission, the PMO has the following primary goals and objectives:

1. Deliver the planning, design, construction, commissioning, and occupancy of the King Khalid Medical City “on time and on budget.”
2. Build Project Management maturity at the organizational level.
3. Keep the CEO, Executive Leadership and Project Community informed
4. Serve as the organization’s authority on facility planning/design/construction Project Management practices.
5. Originate Project Sponsorship or provide sponsorship from the Office as charged
6. Provide or act as Technical Project Managers for the project as charged or authorized.
7. Provide or act as Functional Project Managers for the project as charged or authorized.
8. Deliver program support to the Organization (KFSHD) and its Executive Leadership and Stakeholders by supporting and coordinating the implementation of the Organization’s Strategic Plan and corporate transformation.
9. Support and sustain an organization transformational change through the joint optimization of cultural change and facility design.
10. Employ an evidence-based design methodology in the planning and design of the new hospital.

KKMC Project Management Office (PMO) - Organizational Structure

The PMO reports to the Project Steering Committee. The Project Executive Director, PMO reports to the Chief Executive Officer. Through the alignment with this reporting matrix, the PMO gains the following:

1. The Authority it needs to promote departmental organizational change effectively
2. Independence that can sustain objectivity
3. Oversight that can keep its work aligned with the organization’s business strategy
4. Legitimacy as it fosters an effective, enterprise approach
